Lots of reasons why you might get that error. Were they showing an FDB?

The a/c was showing the this data block: as stated from the controller's guide, "This is an unassociated track showing a limited data
block (LDB). The target is squawking Mode C, but the
beacon code is not associated with a flight plan."

I also realized that there is a single-radar site in this sector file. Is this the cause?

I don't understand that I have a/c coming into the airport, but am unable to tag them up, or even pull up their flight plan.

As the docs say, if they are not squawking an assigned code, then the system cannot associate the radar target with a flight plan. (The squawk code is what ties a radar hit to a flight plan.)

So if the a/c is squawking his assigned code, then I will be able to tag him up and view his flightplan?

New question. If he does not have an assigned squawk code but he is squawking 2200, how can I tag him up or assign him a squawk code. Does he need to be squawking 0000?

You would need to assign him a squawk, then he'll need to start squawking that squawk. He'll automatically tag up when he starts squawking his assigned code.

To assign him a squawk, just use the keyboard command. (Check the command reference for syntax.)
