Looks like DAL900 is in the Cone of Silence for the LZU site. So it's not visible to that site, and thus vSTARS is picking it up on the next-closest site, which is probably ATL or MGE.

Could you then advise me of what is wrong in the facility file?

He is 20nm away from the LZU site. Surely the COS for the site is not that big. This also happens with traffic that approaches from the south that would be within 40nm of the MCN and CSG radar sites, and traffic from the north east that would be within 40nm of the MGE radar site.

Hrm ... yeah the COS shouldn't be that big even at FL300 ... if I'm doing the math right, it should only be about 3 miles in diameter at that height. I'll see if I can reproduce the issue and figure out what's up.

Okay, so after a look at the code, the issue is that the target is more than 40 NM from the *primary* radar site, not the reporting radar site. In your case, the primary site is ATL.

I dug up the STARS documentation and found that it should be based on distance from the reporting site, not the primary site. I'm not sure why I wrote the code to use the primary site ... I was probably given bad information back then. (It couldn't have been a simple mistake because this is the only reason the primary checkbox for radar sites exists in the first place, so it was a deliberate decision.)

Anyway, I'll put it on the todo list to change the logic. I have plans to do a major overhaul of vSTARS and add tower view and ASDE-X view capability at some point in the future, so it'll probably wait until then, since this isn't a major problem.
